The Agricultural Business Chamber of South Africa (Agbiz) has raised serious concerns about the Merchant Shipping Bill (2023), particularly its cabotage restrictions, which could undermine the competitive advantage of South African fruit exports. Speaking at an Exporters Western Cape (EWC) meeting in Cape Town, Agbiz’s Head of Legal Intelligence, Annelize Crosby, outlined the potential negative impacts on the agricultural value chain.  The Bill proposes limiting foreign-owned shipping lines from performing short-sea shipping along South Africa’s coast, potentially through a state-owned South African Shipping Company. These restrictions could increase costs, cause delays, and reduce efficiency for reefer cargo, disrupting the cold-chain logistics critical for perishable fruit exports.

Hier is die kernpunte: Oes- en Weeruitdagings:Swaar reën het strooptyd bemoeilik, met droë toestande vroeg in die seisoen gevolg deur nat weer, wat gelei het tot meer graad 2- en graad 3-witmielies. Kopvrotsiektes (Diplodia en Fusarium) is meer algemeen vanweë nat toestande, wat die voermark versigtig maak vir graad 2- en 3-geelmielies uit vrees vir mikotoksiene.  Graad 2- en 3-mielies sukkel om 'n mark te vind, veral geelmielies, met geen pryse vasgemaak vir hierdie grade nie. Bek-en-klouseer-onsekerheid verminder die vraag na voermielies deur voerkrale, aangesien veeboere meer weiding beskikbaar het vanjaar. South Africa’s poultry producers, led by the South African Poultry Association (SAPA), have raised serious concerns over a Department of Agriculture policy change that allows the United States to self-regulate poultry exports to South Africa following highly pathogenic avian influenza (HPAI/bird flu) outbreaks. The policy, implemented three months ago without industry consultation, is seen as a threat to the local poultry sector and national food security. The Department of Agriculture has delegated authority to U.S. authorities to determine which states can export poultry to South Africa after bird flu outbreaks, bypassing South African oversight. Previously, South Africa’s decisions were based on U.S. notifications to the World Organisation for Animal Health (WOAH). The new policy allows the U.S. to “self-impose and self-lift” trade restrictions, creating a conflict of interest.
